Australia's new government, fresh from moving to ratify the Kyoto Protocol, has backed a push for developed countries to make deep cuts to their greenhouse gas emissions by 2020, reports said Thursday.
Canberra's representatives at key climate talks in Bali said Canberra now fully backs a proposal for developed nations, including Australia, to slash emissions by up to 40 percent in the next 12 years, two newspapers said.
Australia's new Prime Minister Kevin Rudd began the process of ratifying the Kyoto Protocol on climate change as his first act in office Monday, but did not state his position on emissions cuts targets for developed countries.
"The Australian delegation to the UN climate talks stated it 'fully supports' the proposal that developed countries need to cut their greenhouse gas emissions by 25 to 40 percent by 2020," the Sydney Morning Herald said, without providing further details.
The unidentified sources added that Australia was "happy to proceed on this basis" in a move that further isolated the United States and other nations opposed to mandatory emissions cuts, the Herald said.
Rudd, who heads to the Indonesian resort of Bali next week, had repeatedly said Australia would not set its own 2020 target until he receives a report he has commissioned from his climate change economic specialist next year.
The online edition of The Australian also said Canberra had given its strongest signal yet of a major policy shift when it told the Bali conference it accepted the need for the 25-40 percent cut.
The key signal came as nearly 190 nations met in Bali, looking to take the first steps toward a new agreement to combat climate change when the current phase of the Kyoto Protocol ends in 2012.
Activists at the conference had called on Australia to clarify its position on the contentious issue that is expected to be at the heart of a new global accord on fighting global warming.
The European Union backs mandatory targets for wealthy countries, and on Tuesday repeated a previous pledge that they would commit to slash greenhouse gas emissions by 30 percent by 2020 if the rich world follows suit.
Nations such as the United States -- the only developed nation not to have endorsed the Kyoto Protocol -- have however hesitated to make binding commitments on emissions cuts.
Poorer nations, meanwhile, say they needed tens of billions more dollars right away to fight the ravages of global warming.
Environmental groups applauded the Australian delegation's commitment to cut greenhouse pollution by at least a quarter by 2020.
"It's an extraordinary act of climate leadership that Kevin Rudd's taking," Climate Institute chief executive John Connor said in a statement.
"It's a serious commitment and that's actually serious leadership which is responding to what's been very welcome leadership from China and Brazil and other developing countries who are engaging in the negotiations in a very constructive way," he added.
Rudd on Wednesday called on the United States to ratify the Kyoto Protocol, the provisions of which are in effect in 2012, and said he would use Australia's new position to "bridge the gap" between developed and developing countries on emissions controls beyond 2012.
"Our position vis-a-vis Kyoto is clear cut, and that is that all developed and developing countries need to be part of the global solution," he told Australian radio.
"When it comes to developed countries, we need to see our friends in America as part and parcel of that as well.
"And therefore we do need to see the United States as a full ratification state when it comes to Kyoto."

Today I have signed the instrument of ratification of the Kyoto Protocol. This is the first official act of the new Australian Government, demonstrating my Government’s commitment to tackling climate change.
Ratification of the Kyoto Protocol was considered and approved by the first Executive Council meeting of the Government this morning. The Governor-General has granted his approval for Australia to ratify the Kyoto Protocol at my request.
Under United Nations guidelines, ratification of the Kyoto Protocol enters into force 90 days after the Instrument of Ratification is received by the United Nations. Australia will become a full member of the Kyoto Protocol before the end of March 2008.
The Kyoto Protocol is considered to be the most far-reaching agreement on environment and sustainable development ever adopted.
Australia’s official declaration today that we will become a member of the Kyoto Protocol is a significant step forward in our country’s efforts to fight climate change domestically – and with the international community.
My Government will do everything in its power to help Australia meet its Kyoto Protocol obligations. This will include:
Setting a target to reduce emissions by 60 per cent on 2000 levels by 2050.
Establishing a national emissions trading scheme by 2010.
Setting a 20 per cent target for renewable energy by 2020 to dramatically expand the use of renewable energy sources such as solar and wind.
I will also lead the Australian delegation at the opening of the High Level Segment of the United Nations conference on climate change in Bali next week. The conference – which starts today – will set out the “Bali Roadmap” to begin negotiations for the next round of international action against climate change when the first round of targets under the Kyoto Protocol expire in 2012.

Those who were eagerly awaiting a "green budget" by Treasurer Peter Costello will be disappointed
There is no bold new initiative to expand the funding of geothermal power and little to keep Australia's solar scientists from migrating to California or Germany. There is some money for installing solar panels on a limited number of commercial buildings but the property industry will be disappointed with the lack of tax incentives to retro-fit commercial buildings to make them energy and water efficient.
The budget reflects the view held at the top of the Government that climate change is real but it is not an urgent threat.

Organizers today announced details of the Australian curtain-raising show for the 7-continent, 24-hour Live Earth concerts to be held on 7/7/07. The Australian concert will be staged at Aussie Stadium in Sydney.
The global concert will begin in Sydney and continue across all 7 continents with concerts in Tokyo, Shanghai, Johannesburg, London, and Rio de Janeiro before concluding at Giants Stadium in New Jersey.
